Art Carlock was born July 3, 1944 to Mary M. Carlock and William F. Carlock of Bakersfield, California. Art grew up on the farmlands and played trombone in the South High School Rebels Band. After graduation he joined the United States Air Force as Military Police, and was stationed at Lackland Air Force Base, TX. While active duty he continued to play trombone in the Air Force Volunteer Ensembles. At the end of his tenure, Art took up interests in technology manufacturing, vehicle mechanics, and truck driving. A long time fan of hot rods and racing, Art met his wife to be, Pamela Carlock at a local drag racing hot spot and they were married in 1967.

Art had a heart for people, wildlife, adventure, and the open road. Much of what Art Carlock admired can be seen in Bakersfield's own Highway 99 Cruise N' Show. He served several years as Chairman and Founder of the annual community event. Art brought thousands of eager families together for exciting weekends of hot rods, cruising Chester Avenue, and Burnout Competitions. Having such a heart for community also drew him to become President of the Bakersfield Christmas Parade Committee. He enjoyed inspiring families to come out for a time of fellowship and childhood memories.
